Analysis of Home Health Agencies Payment Proposal-Proving Quality of Care?

To review a recent article on the proposal calling for proof of quality care, made by US Department of Health and Human Resources, the division of the Centers for Medicare and Medicaid Services, see Daily Health Policy, dated May 2 2007.
Quoting directly from this article:
'A series of changes CMS (Centers for Medicare and Medicaid Services) proposed last week to Medicare payments for home health agencies would lead to payment cuts totaling more than $7 billion by 2012, according to an analysis by the National Association for Home Care & Hospice, CQ HealthBeat reports. CMS on Friday proposed increasing payments by 2.9% for home health agencies that report quality-of-care data and by 0.9% for those who did not provide quality data.
The question then arises, how does one determine quality of care? More to the point, on what basis will the federal government qualify a home care service as being one providing quality care in order to receive the 2.9% increase? Continue Reading

Words that don't work with Boomers Written by Dan Taylor
I love Dr. Frank Luntz new book, Words that Work (Hyperion Books 2007). In his book, Dr. Luntz talks about the way words are used to influence and motivate and the way they are used to connect thought and emotion. He talks about how to use the right words for the situation and how to choose the right words for the effect that one wants to create. If only Dr. Luntz had been in my grade school I think I could’ve skipped a lot of the “See Spot Run” stuff and gotten directly to telling Spot to stop creating spots on the floor for me to clean up.
As I read through the book I couldn’t help but think how the entire vocabulary of talking to people as they age has the collective aroma of formaldehyde and death. “Care Center, Assisted Living, Senior Care, Nursing Home, Special Care", are all terms that have negative connotations to them and even deeper negative connections. Changes Being Considered
The purpose behind both of our ezines is to provide news and updates, educational and fun, for both the health and elder care professional and the senior citizen. The ezines were also meant to be a tool for all Certified Senior Approved Services that could be used to provide updates on their business as well as offering a free avenue to promote their businesses to the senior citizen market.
We do not receive submissions from our Certified Senior Approved Services as we assumed we would. And many of the submissions we do receive are coming in from companies that want to use this space to promote their service without first becoming a Certified Senior Approved Service. Though we appreciate the submissions, we are still holding fast to our mission statement. We do not want to recommend and endorse, even through implying as much, by featuring a company that delivers a service directly to the senior, if in fact, we cannot verify its history of quality care.
Given the fact that our ezines take up at least 30 hours each month in preparation and execution, we are reevaluating the way this is being done. Nothing has been decided yet, but wanted everyone to know that there are changes in the wind.
